There is a known performance issue with 400/500 series card on Catalina and later. Hence, its good to use 5000 series or later.

It's always good to buy products from a seller with a rating of more than 95% at least. That reduces fraud.

I just went off of the Dortania guide that put the RX 580 at the top of the overall best cards list

That's for a couple of reasons, supported since High Sierra, easily available, lower price and compatibility. However, it does not talk about the known performance issue.
