cause this folder "Install macOS Ventura" not existe

That's because the App is no longer beta and the command would be changed:

sudo /Applications/Install\ macOS\ Ventura.app/Contents/Resources/createinstallmedia --volume /Volumes/USB

You can install the supported version of Xcode.

Maybe the file got corrupt during the download? Try to use KEKA or Archive Utility.
