That's wrong. If you're trying to use a Thunderbolt Display, here is how you can set that up.

A passthrough cable should be connected from your GPU Display Port to Thunderbolt mDP. Then either use Type-C port on the Thunderbolt Card for Thunderbolt Display or use the Display Port on the Thunderbolt Card.
