OK, I am confused. I think it just says downloading because I searched the WHOLE /private/var/folders, I even used softwares like AppCleaner, and I didn't saw the files. I looked up activity monitor, and I haven't seen anything on Open files and folders tab. What s the reason?

I think the installer was broken because when I installed big sur safari was missing. Will a software update work?

If you tried all the possible ways, the best way is to download a copy of macOS, create a USB, use the current EFI and install it.
