Ventura 13.6 only boots every ~third time on Raptor Lake

Hello, good day
I've installed Ventura 13.6
The system doesn't always boot correctly. About 4 out of 6 attempts, it fails just before loading the GUI and initiates a reboot.
This cycle repeats until it boots up successfully, after which everything functions properly.
I'm unfamiliar with this particular issue and am unsure how to pinpoint the cause.

another issue I have been facing is that after the system starts my USB keyboard stops working and have to unplug then re-plug it to make that work but the USB mouse works perfectly. Did the USB mapping in windows by USB Tool box.
