Whenever you install macOS Mojave it will automatically convert the file system to APFS, just make sure that you format the new SSD with Apple GUID partition scheme and then the format to Mac OS Extended Journaled like shown in the picture.

Thanks a lot for reply...but this is the first thing that i done...
I followed too the trascend's original tutorial that show me how create e time machine's backup with ext hd, then restore on internal, ecc...ecc
It's two month that i going crazy...
The problem to solve it's for me so easy and impossible :
i can see the ssd only if i precharge my mojave on ext usb and of course i can write, drag and drop everything on it...
the problem born when i start mac... the laptop dont see ssd...
there is a patch or a usb key that can precharge the ketx for reveal a ssd like mojave do after?
(if mojave see the ssd ...can be only a ketx problem when start my macbook )
Any idea?
Thanks :)

Are you using APFS?
Are you using a external drive to boot?
What exact macOS version you're trying?
On the internal driver, any macOS/OS X has been installed?

Many thanx for reply EliteMacx86,
Yes, i've format in Guid and i try to format in apfs or journaled but same result.
This is my situation:
macbook air A1465 early 2014 i5 4gb without ssd internal,
Actually i use it with Mojave on hd ext on usb that i've installed with usb stick and all run perfectly...
when i try to install with the same usb stick i can see the ssd when in thunderbolt mode that internal....
i can install mojave until at restart at the end of installation...
But when the mac restart don't see the ssd....it is as if the mac does not have the drivers to recognize it ...and remains with symbol of the folder with question mark ....
I don't try High Sierra installation because i think that mojave have more driver to recognize ssd....
I'm open at every suggestion...:)

Try to download and create another USB.
Redownload the installer and then check.
