8250U is a KBL-R CPU. The closest match would be MacBookPro14,1.

Your configuration is not as per the guide. Create an EFI from scratch, as per the guide.

Your hardware should not need ProtectMemoryRegions. Disable it.

Also, for installing Sonoma 14.4 or later, set the SecureBootModel to Disabled.
