solution found. in 11.4, apple updated the lan driver com.apple.DriverKit-AppleEthernetE1000.kext. it's not compatible with asus ws x299 pro ethernet interface. this causes the system to block during the update from 11.3.1. so, it's just a matter of overriding the new driver with the old one, "AppleIntelI210Ethernet".
Oh, glad that you found it. So, that means in 11.4, the Ethernet doesn't works on your system?
 
it means worse. if you don't force the old ethernet driver in opencore, the update will be blocked.
on Asus ws x299 pro there is Intel I210-AT, which is natively found on Macs. that's why there was no need to inject a dedicated kext. in 11.3.1 to 11.4 transition, apple updated that driver. this broke something, even though the chipset is the same. for this reason, the solution is forcing the old working driver in opencore. this overrides the upgraded driver and everything works.
 
Go back to 3303 bios. ASUS has broken some things inside EFI and versions after 11.2.3 won't boot, it has to do sth with superIO. I had the same issue and also USB controller on my TB Card didn't work. BTW you don't need any network related kexts for built in Ethernet cards on this mobo because it's working out of the box.

thank you @Yew101 ! I tried to revert to that version, but in my case it was not the solution. now I'm on 11.6 and everything's fine.
