I checked the Dell BIOS settings & VT-d is implemented in the BIOS already.
In fact I run Virtual Machines that rely on it from Windows & MacOS.
Now I do not know where in the config file to activate Apple VT-d as you claim it is not yet implemented according to the IOreg?
Right. Seems like you missed the link:

This is what I meant:

Yes, this was a bug. To fix, delete all the connections and then remove the .plist files and then reboot. If the WiFi does not show in the list, just add it up.

Do you mean delete all the config files related to network & airport in
/Library/Preferences/SystemConfiguration/ ?

Of all these, which ones should I delete?:
/Library/Preferences/SystemConfiguration/com.apple.accounts.exists.plist /Library/Preferences/SystemConfiguration/com.apple.airport.preferences.plist /Library/Preferences/SystemConfiguration/com.apple.airport.preferences.plist.backup /Library/Preferences/SystemConfiguration/com.apple.AutoWake.plist /Library/Preferences/SystemConfiguration/com.apple.Boot.plist /Library/Preferences/SystemConfiguration/com.apple.network.eapolclient.configuration.plist /Library/Preferences/SystemConfiguration/com.apple.smb.server.plist /Library/Preferences/SystemConfiguration/com.apple.vmnet.plist /Library/Preferences/SystemConfiguration/com.apple.wifi.message-tracer.plist /Library/Preferences/SystemConfiguration/NetworkInterfaces-pre-migration-new-target.plist /Library/Preferences/SystemConfiguration/NetworkInterfaces-pre-migration-source.plist /Library/Preferences/SystemConfiguration/NetworkInterfaces-pre-repair.plist /Library/Preferences/SystemConfiguration/NetworkInterfaces-pre-upgrade-new-target.plist /Library/Preferences/SystemConfiguration/NetworkInterfaces-pre-upgrade-source.plist /Library/Preferences/SystemConfiguration/NetworkInterfaces.plist /Library/Preferences/SystemConfiguration/NetworkInterfaces.plist-MacBookPro12\,1 /Library/Preferences/SystemConfiguration/NetworkInterfaces.plist-MacBookPro13\,2 /Library/Preferences/SystemConfiguration/NetworkInterfaces.plist-Macmini8\,1 /Library/Preferences/SystemConfiguration/NetworkInterfaces.plist-MacPro7\,1 /Library/Preferences/SystemConfiguration/preferences-MacBookPro12\,1.plist /Library/Preferences/SystemConfiguration/preferences-MacBookPro13\,2.plist /Library/Preferences/SystemConfiguration/preferences-Macmini8\,1.plist /Library/Preferences/SystemConfiguration/preferences-MacPro7\,1.plist /Library/Preferences/SystemConfiguration/preferences-pre-migration-new-target.plist /Library/Preferences/SystemConfiguration/preferences-pre-migration-source.plist /Library/Preferences/SystemConfiguration/preferences-pre-repair.plist /Library/Preferences/SystemConfiguration/preferences-pre-upgrade-new-target.plist /Library/Preferences/SystemConfiguration/preferences-pre-upgrade-source.plist /Library/Preferences/SystemConfiguration/preferences.plist /Library/Preferences/SystemConfiguration/preferences.plist.old

I deleted the Ethernet 2 service (which should be Airport)
& deleted the following config plist files
/Users/bgrau/Desktop/Airport/com.apple.airport.preferences.plist /Users/bgrau/Desktop/Airport/com.apple.airport.preferences.plist.backup /Users/bgrau/Desktop/Airport/com.apple.network.eapolclient.configuration.plist /Users/bgrau/Desktop/Airport/com.apple.smb.server.plist /Users/bgrau/Desktop/Airport/com.apple.wifi.message-tracer.plist /Users/bgrau/Desktop/Airport/NetworkInterfaces.plist /Users/bgrau/Desktop/Airport/preferences.plist

Rebooted & added the Airport service manually (it identified as Airport in the network list)
So *solved* :)

/Library/Preferences/SystemConfiguration/preferences.plist.old

Just deleting these will be enough.
