I checked the Dell BIOS settings & VT-d is implemented in the BIOS already.
In fact I run Virtual Machines that rely on it from Windows & MacOS.
Now I do not know where in the config file to activate Apple VT-d as you claim it is not yet implemented according to the IOreg?

Yes, this was a bug. To fix, delete all the connections and then remove the .plist files and then reboot. If the WiFi does not show in the list, just add it up.

Do you mean delete all the config files related to network & airport in
/Library/Preferences/SystemConfiguration/ ?
