Multi Booting Windows and macOS(Legacy) on two separate drives is simple as Multi Booting Windows and macOS(UEFI) on two drives.

For Multi Boot with Legacy, it's pretty simple.
When you create the Installation USB for macOS, just install the Clover Bootloader as Legacy not UEFI.
For creating Windows installation USB, the process would be same.
Rest is same.
