Installed Mojave. Same issue. Well almost.
After reboot, there's a mouse pointer on the screen but no login screen.
Occasionally, mouse disappears.
Shared drives are available across the net.
SSH into the system works.

Installing Sierra drivers, helps but colours are screwed up.

Suffice to say this particular Sapphire HD7770 1GB Ghz Edition GPU does not work on High Sierra and Mojave.

It works with Catalina, Big Sur and Monterey.
