Mac OS Monterey Freezing at 18 mins remaining...

Disable EnableWriteUnprotector and use RebuildAppleMemoryMap.

Reset NVRAM. Reformat the whole drive completely, not partitions only. Try to reinstall. If the problem exists, its probably your drive. Very less likely that its coming from the corrupt installer due to slow internet.

Okayy i spent another 2 hours waiting since it has to download the full installer but again when it reaches the reboot part it will just freeze(in this case always at 18 mins) and i tried to let it sit overnight but no hopes.

Try with a different SSD.
 
I had an issue like that while testing a hackintosh Monterey build with Supermicro X9SCL-F Xeon E3-1220 board. Turned out it was RAM. Always freezing after there was 15 or 16 minutes left. What i did was to remove all but one stick of memory, then the installator continued and the OS installed properly (on a Samsung SSD) There was one bad stick of ram there, it was ECC type and BIOS was showing warnings about exactly that ram stick.

Yes, that's right. Have seen such cases in the past.
