That's not correct. In fact, we have been able to use TB2 using Apple TB3 to the TB2 Adapter and have always worked with Titan Ridge and Alpine Ridge. We have also been able to use Apple Cinema Display (Dual) in some of our test setups. So, you cannot say that either Apple or Thunderbolt or the Thunderbolt Display is the problem, but it is your implementation.

To allow Thunderbolt Displays to work, you need Custom firmware (mostly like Apple). However, a drawback is once you flash such Custom firmware, Windows and Linux will not recognize the card correctly. However, we have discovered another workaround but have not documented it yet.

Normally, for Windows, all you need is a supported Motherboard, proper BIOS (sometimes modification might be required) and a compatible Thunderbolt and Thunderbolt Device to work. In addition, drivers must be installed for the Thunderbolt and the particular Thunderbolt Device.
